Ecology The Vancouver Convention Centre West is a functional integration of the natural and urban environments"the natural ecology of the waterfront with the human activities within the facility. The building expression is created by intersecting the convention center functions with forms that are folding, sliding, and rising up from the waterfront and adjacent public park. Designed by Seattle's LMN Architects, as well as MCM and DA, the green convention center's most visual feature is the massive, six-acre green roof. It's Canada's largest and the biggest non-industrial living roof in North America! Set directly on the waterfront of Burrard Inlet, the west expansion is 1.2 million square feet and seriously enlarges the city's ability to provide greener conference space. These bees (about 240,000 of them) live in four hives that produce honey to be used in the center’s kitchen. The layers of the structure act as an insulator, reducing heat gains in summer and heat losses in winter, as well as contribute to the building’s stormwater utilization. The underside of the roof is lined with beautiful Douglas Fir slats, a locally harvested material. It is also notable that the convention center roof has flexible space meeting rooms and an exhibition hall. The renovation, waterfront improvements, and new west facility expansion were a project of the BC Pavilion Corporation (PavCo). At almost double the original estimate, it was upwards of $800,000,000 (USD), but the final design includes significant sustainable benefits that are sure to earn back the expenditures over time. The building’s foundation has a five-tiered artificial reef and 1500 feet of marine habitat that will be home to barnacles, mussels, seaweed, starfish, crabs and various fish species. In addition, the on-site black water treatment and desalinization systems that are projected to reduce potable water use 60 to 70 percent over typical convention centers. An integrated heat pump system takes advantage of the constant temperature of the adjacent seawater to moderate heating and cooling. The building design considers natural lighting and ventilation, in addition to the energy efficient fixtures and advanced energy management systems. The interior is clad with locally harvested materials, including Douglas fir and Hemlock wood finishes, and the flooring is low-VOC. When the games end later this month, the VCEC will continue to function as conference, meeting, ballroom, and exhibition space. OASRS concorda com Câmara de Lisboa no licenciamento do edifício de Aires Mateus e Valsassina para o Rato 3 de Janeiro de 2011 às 14:35:30 por Ana Rita Sevilha O Conselho Directivo Regional do Sul da Ordem dos Arquitectos (OASRS) revelou em comunicado de imprensa que concorda com a decisão da autarquia de aprovar o licenciamento do projecto de autoria dos arquitectos Manuel Aires Mateus e Frederico Valsassina, situado no Largo do Rato. “Parece-nos relevante estimular a regeneração do Largo do Rato, que é um espaço descaracterizado pelo nó viário complicado e agressivo que lhe serve de núcleo, numa perspectiva clara de pensar território”, sublinham. No mesmo documento, a OASRS sublinha ainda que “as cidades devem servir e acolher os seus habitantes: evoluindo, desenvolvendo-se e adaptando-se às suas necessidades, quer por reacção – solucionando problemas existentes -, quer por antecipação – reflectindo sobre a sua dinâmica e novas realidades urbano-sociais. A Arquitectura, no seu âmbito alargado, visa mais do que a simples construção de edifícios, visa a resolução de problemas de carácter urbano, económico e social”. Neste sentido, prossegue, “repovoar o centro da cidade, revitalizar áreas actualmente descaracterizadas e sem espaço público de qualidade, atrair e estimular futuros investimentos, são premissas para a evolução urbana e sustentável de Lisboa”. Por outro lado, continua a mesma fonte, “os pareceres emitidos por equipas de técnicos especializados devem ser respeitados, sem descurar as posições de natureza eminentemente política que os possam condicionar e o Interesse Público que se lhes deverá sobrepor. A OASRS, não obstante a sua análise crítica, tem em consideração o trabalho desenvolvido por todos aqueles que avaliam a arquitectura e tomam decisões sobre a alteração das cidades porque representam entidades com responsabilidades, competências e legitimidade democrática para o efeito”. A OASRS lembrou que há muito que acompanha este processo, tendo mesmo promovido, no passado dia 9 de Setembro de 2008 nas suas instalações, uma apresentação/debate aberta ao público dedicada exclusivamente a este projecto. Cais do Sodré terá jardim novo e continuará sem o eléctrico 24 Por Carlos Filipe Reabilitação não vai contar com o regresso da carreira centenária do eléctrico, que ligava ao Carmo, a Campolide e ao Cemitério do Alto de S. João A resolução do caos automóvel no Cais do Sodré, em Lisboa, particularmente às horas de ponta, continua à espera de decisões e de datas, mas uma coisa é certa: não haverá regresso do eléctrico 24, que ligava o Cais do Sodré a Campolide. Questionado pelo PÚBLICO, o secretário-geral da transportadora, Luís Vale, explicou que o regresso desta linha - desejada pela própria autarquia, que aprovou em 2007 uma recomendação na Assembleia Municipal - "está a ser objecto de estudo, não sendo prioritário no curto prazo, face aos grandes constrangimentos financeiros e à existência de boas alternativas de transporte público naquele eixo". Uma posição que contraria portanto os planos camarários, na medida em que o regresso da carreira do eléctrico n.º 24 foi pensado no plano de circulação. Quanto aos problemas do trânsito automóvel, a solução está dependente de vários agentes: falta a plena execução do novo sistema de circulação na Baixa pombalina e, acima de tudo, espera pelas obras de reabilitação na Avenida da Ribeira das Naus, na redefinição do Jardim Roque Gameiro -a metade sul do Cais do Sodré e outra das grandes janelas para o Tejo. Já há estudo prévio da Parque Expo para o jardim, e a Câmara de Lisboa tem preparadas medidas para mitigar o congestionamento viário. Faltam é decisões e datas. A Sociedade Frente Tejo faz depender tudo o resto do espaço da Ribeira das Naus e da ligação da Praça do Comércio ao Cais do Sodré, passando pelos novos edifícios das agências europeias (de Segurança Marítima e Observatório da Droga). Caso se concretize o estudo prévio, a zona de paragem de autocarros ficará numa das laterais, junto à estação de comboio e de metro. O vereador da mobilidade, Fernando Nunes da Silva, vai dizendo que um projecto não está, necessariamente, a aguardar a resolução de outro, "desde que sejam acauteladas as zonas de contacto e se considere a continuidade de pavimentos, o que está garantido". Menos conflitos As linhas gerais do novo esquema de circulação automóvel para o Cais do Sodré passam, inclusivamente, pela construção de um parque de estacionamento subterrâneo da Administração do Porto de Lisboa junto às referidas agências, pelo prolongamento das linhas de eléctrico da 24 de Julho, evitando a Rua Bernardino Costa, e flectindo à esquerda para entrar na Rua do Arsenal junto ao Corpo Santo. E o mesmo se aplicará aos demais transportes colectivos. "Trata-se de ligar a parte sul da praça ao rio e separar esta zona da praça do tráfego de automóveis, dado que será afectada a interface de transportes e a acessos locais. A ligação à R. do Alecrim irá processar-se através de uma viragem à esquerda na Av. 24 de Julho, o que permite melhorar o funcionamento da própria Rua do Alecrim", explica o vereador, que reforça a importância do prolongamento do corredor de transportes colectivos da Av. 24 de Julho até ao Corpo Santo: "Evitará muitos dos conflitos com os atravessamentos diagonais que hoje ocorrem. Todo o espaço pedonal é aumentado para o dobro do existente e as circulações dos transportes colectivosa e individuais são melhoradas, como menos conflitos e uma acessibilidade mais directa a cada destino." Antoine Predock Architect PC completes Austin City Hall and Public Plaza The new Austin City Hall and Public Plaza is located at the edge of the dynamic Warehouse district on the shores of Downtown Austin’s Town Lake. The project is dominated by landscape and incorporates limestone, copper, glass, water and shade to create the city’s living room. The 118,000 square foot building contains several city departments along with the Mayor, City Manager, City Council offices, Council Chambers, and a café and city store along urban Second Street. Austin’s Warehouse District is rapidly being transformed into a tight grid of restaurants, nightspots, housing, and mid-rise office spaces. A massive, arcing Lueders Limestone wall, emerging from bedrock at the lowest level of the parking garage below, anchors the project to the site. Morphing out of this wall is a limestone base that encloses the first two stories. A copper skin, resting on the limestone base and capped with a folded copper roof, shelters the upper levels. As the arcing wall cuts through the building, it creates an open four-storey lobby transected by catwalk-like bridges at each level. A reflective copper ceiling over the lobby bounces light into the gathering space below. The plaza winds its way around the limestone peninsulas of the terraced building. Water runs through a group of monumental limestone boulders in the plaza to symbolically return to Town Lake through a vortex. Amphitheater seating spilling down from the terraces can be used informally or to view performances on a Limestone stage. The amphitheater is protected from the sun by a photovoltaic glass trellis, supplying ten percent of the building’s power. The new city hall, completed in the fall of 2004, terraces down to the lake from Second Street, mediating between this busy city grid and the natural realm. Antoine Predock, in association with Cotera, Kolar, Negrete, and Reed, designed the building not as a "suit-and-tie" city hall, but rather as a reflection of the warm informality that characterizes Austin. This is embodied in part by the way the structure angles away from adjacent streets, standing in contrast to the formality of the surrounding grid. These inflections from the urban perimeter also create several mini-plazas around the building, further encouraging informal gatherings, and they also allow oblique views toward Lady Bird Lake from inside the building. Landscape dominates the project. A massive arc of Lueders limestone, emerging from bedrock at the lowest level of the parking garage, anchors the project to the site. Metamorphosing out of this wall is a limestone base that encloses the first two stories. A scrim-like copper skin, resting on the limestone base and capped with a folded copper roof, encloses the upper levels. As the arcing wall cuts through the building it creates an open four-story lobby transected by catwalk-like bridges at each level. A reflective copper ceiling over the lobby reflects light from a skylight into the space below. On the exterior, limestone, copper, glass, water and shade come together to create the city's "living room." Terraces spill out of the building into the plaza in the same way the geologic forces in Austin's hill country produce the limestone overhangs known as balcones. These terraces, shaded with trees are prime locations for viewing the activities on the plaza below and Lady Bird Lake beyond. The plaza winds its way around the limestone peninsulas of the terraced building. Water originating from the canyon-like space inside the building runs through a group of monumental limestone boulders in the plaza to symbolically return to Lady Bird Lake. The plaza contains a limestone stage for performances, with amphitheater seating that descends from the main public terrace. Gellért tér station is one of the deepest stations of the line, it is situated bellow the bank of Duna river on the Buda side, the surface area is part of the UNESCO World Heritage. Structural design of the station is determined by the vertical alignment of the line. The dept of the peron level is 36 m from the surface. The station is divided two main stuctural part, and two build method to. Bellow the Mûegyetem embankment there is box structure built in open pit of from the surface. Work pits are supported by slurry or pile walls. The other part of the station is under an exisisting building, it will be built by NAT method. The box will be supported by three level of reinforced concrete beams, wiches structure will be made like a net. There are three layer of this network, they keep the walls of the box like a bone-structure. Two of them-over the peron level, and the highest level- are partly galery, these are two entrance area of the station. The design of the box is determinated by this sight concrete net-structure, the walls are covered by prefabricated concrete panels (hyde the ventilation chanels and other services). On the main front of the box, on the metallnet (copper) covered concrete wall runs two elevator with glass wall faced to the interieur, to connect visualy and physically the parts of the building with the surface. In the other part the tunells have curved cross section. The walls and the columns will be covered with printed ceramic tiles, wich will be an artwork, reflected to the Zsolnai ceramics of the Gellért hotel, wich is nearby the site. The most important challange of the architectural design for us was to make one building of this two completly different part. The way we have choosen was to make them as different as it commes from the different building method and form. The only structural element, wich connect the two part is the curved prefabricated concrete wallpanel semitunell with the security glass smoke curtain wall and the main information and lighting system over the peron level. This structural plainness provocate tension in the interieur, or better to say exterior. Another aim of the design was to creat street like spaces under the ground. The size comes from the basic structure of the station. The section of the space is proportional to cross section of average street in Pest (V.,VI.,VII.,VIII.,IX., district, buildt in the eclectical period in XIX. century), so the station can be interpreted as a inverse street or square under the surface. There are two entrances of the station. One of them, the main entrance is on Szt Gellért square, here are the ticket office, other facilites. The metro can be riched from here by four escalators through an long sightconcret tube. The tube arrives in the box structure of the station. (The surface design here follows the original design of this square, designed by others, there won't be building on the surface.) The second exit/entrace is situated on Mûegyetem embankment, contains two elevator, and one smaller stair with a small glas house on top. The gallery of the exit here connect the station to the big underground parking garage wich will build soon here. We can let in some natural light into the box throu the glassbox, it is only symbolic, but it is very significant for us. The ligthing of the station is impotant, because the space is under the ground. The main goal is –naturally beside give enough ligth- to attend on the enterieur design and show the architectural forming as mach as possible. We can't bring much natural light into the station, because there are existing building and main trafic road over the peron level, so the lighting concept is based on artificial light. "FŐVÁM TÉR" station is a twin station of the Szent Gellért tér, similarily with a complex stucture composed of a cut-and-cover box and tunnels. The complexity of the structure is even greater, since here a new tunnel for the tramline and a new pedestrian subway has to be constructed, as well. Having the new underground station, Fővám tér will become a new gateway of the historic downtown of Pest. Only a complex structural system could fulfil the requirements emerging from the proximity of the Danube and the given construction site. Playing on natural light has been an important aspect in the architectural formation of the entire line. The main goal is –apart from giving enough light of course- to attend on the interior design and show the architectural forming as much as possible. On the surface of Fővám tér a huge square will be created without traffic. This will allow of locating glassy, crystalloid skylights, which will let the sunlight reach the platform level, emphasizing the unique character of the beam network. Mr. Ambani is Chairman of Reliance Industries which controls a large portion of oil and gas products in Asia. His new residence, Antilia, named after the mythical island in the Atlantic is a twenty-seven floor building with approximately 400,000 square feet. The tower has been designed by Chicago-based architects Perkins & Will and constructed by Leighton Holdings. The Antilia Building draws inspiration from the Hanging Gardens of Babylon and includes amenities such as swimming pools, spa, ballrooms, theatre, garage for 150 cars, and 3 helipads among other luxuries. The dramatic design set forth for Campus Center in Miami designed by Oppenheim Architecture is visually daring and bold: yet upon further introspection, inherently elemental and concise in its organization of the complex programmatic mix. The proposed LEED certified structure is conceived of as a portal comprised of a base and a top supported by two towers that allow large exterior public spaces at ground and in sky. The project is to serve as a catalyst-exasperating significant enhancement to the campus experience and image through a local revitalization of the surrounding neighborhood. The Campus Center is fully integrated with the building and serves as the projects heart and soul. Organized around the 3rd level Quad- the various cultural components (museum, sculpture garden and Theater) of the College are fully engaged from this vantage point. Em viagens já foram gastos 70 mil euros PÚBLICO teve de recorrer ao tribunal Mais 556 mil euros Dois concertos, uma mostra de cinema e pouco mais A Câmara de Lisboa já gastou pelo menos 570 mil euros em actividades relacionadas com o futuro centro de cultura e arte africanas Africa.cont, mas o projecto está longe de sair do papel. A construção do complexo que o deveria acolher, nas Janelas Verdes, com custos aproximados de 15 milhões de euros e data de início marcada para 2010, está a aguardar melhores dias. E a fundação que deveria gerir o projecto não passou de uma intenção. A autarquia atribui o impasse deste projecto emblemático de António Costa aos "constrangimentos financeiros" e afirma que "não está em condições" de dizer quando poderá avançar. "Ao contrário do que se pensa, não são precisos ovos para fazer omoletas", disse o presidente da câmara ao PÚBLICO em Maio de 2009, referindo-se ao Africa.cont. Afinal, os ovos eram mesmo necessários e o orçamento camarário mostra-se agora magro até para as exposições, concertos e colóquios que têm sido programados pelo coordenador do projecto - o professor Fernandes Dias, da Faculdade de Belas-Artes. Por outro lado, os esperados mecenas e parceiros, incluindo o Ministério dos Negócios Estrangeiros, não apareceram, ou ficaram-se por apoios marginais, como é o caso da Fundação Gulbenkian. Concebido por Fernandes Dias, em Novembro de 2007, na sequência de um convite de António Costa, como "um centro multidisciplinar e interdisciplinar para o conhecimento de África e das suas diásporas nos seus desenvolvimentos contemporâneos", o projecto foi inicialmente proposto para o Pavilhão de Portugal. Esta localização acabou por ser preterida, ficando apenas para o Pavilhão de Portugal o papel de acolher o jantar em que o Governo, representado por José Sócrates e três ministros, e a Câmara de Lisboa apresentaram o Africa.cont, em Dezembro de 2008. O evento - que custou 17 mil euros ao gabinete do primeiro-ministro - foi marcado pela definição do Africa.cont como uma "prioridade nacional", palavras de Sócrates, e pelo anúncio oficial de que a sua sede seria instalada no Palácio Pombal (onde funciona o Instituto de Conservação e Restauro José de Figueiredo) e num conjunto de edifícios a erguer ou recuperar nos terrenos municipais contíguos, entre a Rua das Janelas Verdes e a Av. 24 de Julho. O complexo seria projectado pelo arquitecto anglo-tanzaniano David Adjaye e incluiria o aproveitamento dos edifícios degradados das Tercenas do Marquês, que serviam de armazéns ao Palácio Pombal. Um projecto informal O estudo prévio feito por Adjaye ficou pronto em Março de 2009, foi pago pela Gulbenkian (65 mil euros) e obrigou a câmara a gastar 14 mil euros com o levantamento topográfico. A obra tinha um custo estimado de 15 milhões de euros, sem o apetrechamento dos edifícios, nem os vastos espaços exteriores, e deveria abrir em 2012. De acordo com o gabinete do vereador Manuel Salgado, o financiamento caberia a "entidades privadas e estatais, sendo intenção da câmara entrar apenas com o valor patrimonial do conjunto edificado". Para o funcionamento do projecto, que seria gerido pela Fundação Africa.cont, a criar em 2008, previa-se uma despesa anual de quatro milhões de euros. Com o objectivo de assegurar a consolidação da imagem do futuro centro cultural, enquanto não fosse inaugurado, seriam realizadas diversas iniciativas culturais propostas por Fernandes Dias, informalmente designado por António Costa como coordenador do projecto. Para concretizar a programação, a financiar pelo município, foi criada uma equipa, também informal, composta por dois técnicos superiores da autarquia, dirigidos por Fernandes Dias. Este não tem qualquer vínculo formal com a câmara e, segundo o próprio, não aufere qualquer remuneração. Desde o jantar do Pavilhão de Portugal até agora foi feito o estudo prévio dos edifícios, mas nada mais avançou. "Devido aos actuais constrangimentos financeiros não foi possível dar andamento ao desenvolvimento do projecto de reabilitação das Tercenas do Marquês (...), nem estamos por ora em condições de dizer quando poderemos avançar", disse ao PÚBLICO, por escrito, o gabinete de Manuel Salgado. A nota refere que "a actual conjuntura não é propícia ao encontro de parceiros nacionais e estrangeiros" e diz que a câmara "está convicta" de que "será possível a prazo reunir um conjunto de investidores que, conjuntamente com a autarquia, façam avançar a iniciativa". Apesar de o projecto estar parado e terem sido feitos numerosos cortes na programação anual proposta por Fernandes Dias, a câmara já gastou com ele, desde o fim de 2008, mais de 570 mil euros. Deste valor, que poderá ser superior e que o PÚBLICO apurou pelo cruzamento de documentos de despesa facultados pelo município com os dados constantes da base de dados dos ajustes directos (www.base.gov.pt), a maior parte foi gasta com espectáculos e exposições. Metade deste valor será realizado em dinheiro, correspondendo o restante a um conjunto de edifícios e terrenos municipais situados entre a Rua das Janelas Verdes e a Av. 24 de Julho - os quais serão entregues à empresa para que esta aí construa a sede do centro de arte e cultura africanas designado Africa.cont, avaliada em 15 milhões de euros.   21. PAVILHÃO DESPORTIVO DE OEIRAS MEMÓRIA DESCRITIVA E JUSTIFICATIVA 1. Introdução A presente memória descritiva e justificativa refere-se ao estudo prévio do pavilhão desportivo de Oeiras. A Associação Desportiva de Oeiras expressou a necessidade de possuir um Pavilhão Desportivo próprio, onde possa desenvolver as suas modalidades desportivas, especialmente o hóquei em patins, modalidade na qual o clube possui já largo historial, estando inclusivamente, na presente época, a participar no Campeonato da 1ª Divisão. Este programa pretende dar resposta a essa premência. Pretende-se assim, através da descrição da filosofia do projecto, modelo de gestão, definição e divisão do espaço em termos de equipamentos e sua rentabilização, apresentar uma proposta que vise responder às questões levantadas, encontrando uma solução viável e eficaz que, oferecendo mais e melhores condições, possa satisfazer os objectivos a que acima nos propomos. Na continuação das políticas seguidas pela Câmara Municipal de Oeiras pretende-se dotar cada freguesia de um Pavilhão Desportivo para a prática federada e para competição desportiva. A inexistência de um equipamento deste tipo e a necessidade de reconversão e requalificação do actual Pavilhão de Oeiras justificam uma intervenção prioritária. Se apostarmos decididamente nessa formação de base, estamos a contribuir para termos cidadãos mais saudáveis, mais activos e mais responsáveis. O Pavilhão Desportivo de Oeiras reúne no mesmo edifício: estacionamento, campo de jogo, campo de treino, instalações administrativas, um restaurante e um ginásio de musculação e fitness. Nessas instalações, pretende-se desenvolver modalidades desportivas tais como: hóquei em patins, futesal, patinagem artística, basquetebol e voleibol. Por outro lado, permite a prática de novas modalidades, proporcionando assim o aumento dos índices de qualidade e satisfação abrangendo um maior número de indivíduos para a prática desportiva. Da mesma forma se pretende uma futura rentabilização desta instalação, através de um restaurante e de um ginásio de musculação e fitness. 1.1. Filosofia do Projecto A construção de um pavilhão desportivo para o desenvolvimento das modalidades é uma questão de necessidade e de aposta num futuro de qualidade e de resultados. Por outro lado, pela necessidade de abranger cada vez mais indivíduos na prática desportiva pensamos ser de todo o interesse a reserva de alguns espaços para actividades desportivas complementares, especialmente se estas puderem também satisfazer as necessidades de treino dos atletas de hóquei em patins e os demais praticantes. Assim sendo, a criação de salas de musculação e fitness, devidamente adaptadas e prontas para receber as novas disciplinas do mundo do fitness, como o sistema BTS (Body Training System) e as modernas e inovadoras máquinas de musculação. A criação destes espaços complementares permite, além da garantia de óptimas condições para o desenvolvimento físico, técnico e teórico dos atletas, a abertura a um novo segmento populacional a um mercado com enormes potencialidades. Também aqui se procuram garantir índices de qualidade e satisfação dos 1123 espectadores que constituem a capacidade instantânea do pavilhão. Por fim, mas não por ser o menos importante, queríamos referir o aspecto geral do edifício, que pensamos ser crucial. Sendo que a aparência da estrutura irá condicionar sobremaneira o interesse das pessoas e a sua vontade de entrar e conhecer por dentro, pensamos ser essencial a aposta forte nesta vertente, através da criação de um projecto único, exclusivo e acima de tudo, inovador. 2. O local 2.1. Características do Pavilhão Desportivo O terreno tem cerca de 3947,49 m² e constitui um lote com uma pendente expressiva, sendo torneado a nascente e a poente por arruamentos. As edificações circundantes são predominantemente edifícios de habitação multifamiliar. 2.2. Topografia O terreno desenvolve-se numa pendente acentuada descendo cerca de 14 m (da cota 56 para a cota 42). 2.3. Orientações O declive do terreno em questão e conforme foi referido, desenvolve-se descendo, no sentido Sul/Norte, oferecendo alguns problemas quanto à orientação do edifício, que foram resolvidos através de um estudo cuidado da implantação e formalização, de forma a optimizar as exposições. 3. Proposta de projecto – edifício 3.1. Objectivos 1- Integrar as funções do programa preliminar, subdividindo as áreas Pavilhão, Balneários e Fitness em zonas distintas que de algum modo se possam facilmente autonomizar para uma melhor gestão e manutenção do edifício. 2- Privilegiar um acesso de público autónomo que não colida com o dos atletas no Pavilhão e permita o acesso directo do referido público fitness, sem a devassar. 3- Permitir que as zonas sociais sejam de utilização fácil e comum ao Pavilhão quando em utilização. 3.2. Concepção arquitectónica Como o lote de implantação resulta da cedência de uma operação de loteamento, este apresenta dimensões peculiares (48.22m x 75.25m), com um declive abrupto. Por outro lado, o terreno é exíguo e um dos seus limites confina com a estrada de Oeiras. A proposta consiste em construir um podium que resolva a inclinação do terreno, permitindo os acessos quer ao edifício, quer ao futuro Parque Urbano. Neste podium, surgem três volumes desfasados que criam tensões espaciais entre si, bem como fugas visuais e percursos físicos. Da mesma forma, e devido a essas tensões, cria-se a ilusão de um corpo único complexo que acompanha o desnível do terreno. 3.3. Organização funcional O edifício está organizado em três volumes, sendo o podium a ligação entre esses mesmos três volumes, em espaço público. 3.3.1.Área Desportiva § Área de Jogo – área de jogo de 44m X 22m, a área máxima permitida para jogos longitudinais e treino transversal. Em torno do campo, existe uma área de segurança onde se localizam os bancos de suplentes e de árbitros. Esta área de segurança permite ainda total visualização do recinto de jogo de qualquer ponto das bancadas. § Área de aquecimento – segunda superfície de jogo, com uma área de 18m X 18m. Esta superfície será em tudo similar à primeira, sendo orientada para o treino e exercícios específicos da equipa. § 6 Unidades: Balneários e vestiários para atletas e respectivas I.S. § Apoio médico/ Enfermaria § Sala de massagens § Sala de musculação § Sala de fitness § Sala de formação 3.3.2. Área Administrativa Esta será a área exclusivamente usada por funcionários e dirigentes do clube, compreendendo assim todas aquelas instalações essenciais à prossecução da actividade e gestão de actividades e do próprio edifício. § Átrio: O átrio corresponde à zona de entrada de atletas e público, tendo em conta os percursos distintos destes dois utilizadores. § Recepção e sala administrativa § Instalações sanitárias § Arrecadação de manutenção § Arrecadação de material desportivo (pesado) § Arrecadação de material ligeiro/ oficina § Sala técnica § Sala de reuniões § Área de lavagem, secagem e armazenamento e roupa 3.3.3. Acessibilidades A área exterior compreende todas as estruturas com acesso directo exterior e que não estão directamente relacionadas com a actividade a desenvolver no pavilhão. As estruturas exteriores implicadas são o estacionamento, o restaurante, a garagem e as lojas. § Estacionamento – tem 174 lugares de estacionamento, 5 lugares para deficientes e um para uma ambulância. § Restaurante – Com acesso pelo exterior do edifício, e directamente através do bar, este restaurante funcionará de forma autónoma e sem haver necessidade de utilizar as restantes instalações. § Lojas 3.4.   23. A remodelação do Pavilhão do Cevadeiro em Vila Franca de Xira não deverá ultrapassar o custo de 1,5 milhões de euros (300 mil contos). Esta é uma condicionante imposta pela autarquia no projecto de embelezamento do espaço. A ideia de demolir o equipamento e construir um novo pavilhão multi-usos caiu porque a candidatura da obra não foi aprovada pelo programa Polis (que financiou a recuperação do campo do Cevadeiro) e os custos apontavam para 5 milhões de euros (um milhão de contos). Na apresentação do programa base do estúdio prévio, o arquitecto salientou a necessidade de manter a estrutura existente que condiciona o projecto. Outra condicionante é a realização da feira anual no espaço confinante, mas a autarquia admite mudar o local da feira. O pavilhão, actualmente com 70 metros de comprimento, será alargado cerca de 12 metros do lado do rio e seis metros do lado da estrada. O espaço vai ter um piso superior com zona para bancadas, um pequeno auditório, gabinetes técnicos, arrumos e bar. O acesso será feito por escadas e por um elevador para deficientes e pessoas com dificuldades de locomoção. A construção de um ringue e balneários vai permitir a prática desportiva, mas só na componente de lazer e recreio porque não será possível a competição. As casas de banho e os balneários poderão funcionar independentemente do pavilhão para possibilitar o uso por parte dos atletas que frequentam o campo do Cevadeiro. O programa equaciona ainda a hipótese de construção de uma esplanada paralela ao rio Tejo. Segundo o arquitecto responsável, a cobertura de amianto (que actualmente é proibida), será substituída por uma mais moderna e melhor em termos térmicos. Mas também aqui a questão financeira condiciona as opções do técnico. Para que a câmara possa fazer a obra mediante a disponibilidade de financiamento, os trabalhos poderão ser feitos em quatro fases com empreitadas individuais e que não estão dependentes das restantes. A presidente da câmara defendeu que deve ser feito um estudo sobre a provável utilização do pavilhão para a prática desportiva.
