Revogação do 73/73 - Arquitecto, director de obra, sim ou não?

Olá a todos. B) Na leitura da Lei 31/2009, que vem revogar o célebre 73/73, no art.13.º refere-se que consideram-se qualificados para desempenhar função de director de obra engenheiros ou engenheiros técnicos. Mas na recente Portaria 1379/2009, também no art.13.º, refere-se que incumbe a engenheiros, eng. técnicos e arquitectos a direcção de obra de edificios B) Algo me está a falhar aqui...aguardo opiniões, se possivel! Obrigado :)
